RAIN Community Rating System (CRS) User Group

The Community Rating System or CRS program is an incentive-based program through FEMA’s National Flood Insurance Program (NFIP), which awards communities for going above and beyond the national flood insurance program regulations and minimum requirements. It incentivizes educational outreach to the public and higher standards of flood prevention. A CRS User Group is a forum for floodplain managers, government officials and other professionals involved in floodplain management to discuss and exchange ideas and best practices. Benefits of the CRS Program

  • Reduced Flood Insurance premiums for constituents (5%-45%)
  • Lower flood insurance rates help to maintain the value of waterfront properties, which may help to moderate property tax rates in the community in the long-term
  • Improves a communities overall documentation procedures
  • Grant applications will score higher
  • Cost savings as a result of a reduction in long-term damages caused by flooding
  • CRS communities have incentives to maintain and improve their flood programs over time
  • Citizens and property owners have increased opportunities to learn about flood risk, evaluate their individual vulnerabilities, and take action to protect themselves as well as their homes and businesses
  • CRS activities provide enhanced public safety, reduced damage to property and public infrastructure, avoidance of economic disruption and losses, reduced human suffering.
